Layers locked in PSE

Hi. I'm new to digi scrapping and can't wait to buy all the wonderful kits and templates that Heather has to offer. But, I have tried to use PSE and a free kit and it's not going very well. When I try to add a picture or paper the program tells me that my layers are locked. I don't know what I'm doing wrong. I have tried to follow scrapbook-bytes.com tutorial, but still nothing's working. What am I doing wrong.

Duplicate the layer by highlighting the listing in the layers pallet, right click, and duplicate layer. The duplicate will be an unlocked layer.
